Abstract

This study evaluates the effectiveness of leadership theory in the management of modern public institutions. This is a desktop
review of various leadership theories and their relevance in the modern management of public institutions. The theories reviewed
are: leadership theory based on personality and traits, transformational leadership theory, situational leadership methods,
contingency theory, X theory and Y theory. In addition, the results show that the leadership theory that relies on traits, behavior,
and context to explain leadership works well. In the industrial age, the main goals of leadership are production and efficiency.
This view shows that the leaders of modern public institution management can use the same characteristics as those during
the Industrial Revolution to excel. Therefore, leadership may be one of the most important aspects of management. Due to
the significant relevance of leadership theory, leaders in the modern world need to constantly review. In short, leaders in the
modern world “need to strengthen their leadership effectiveness. The process should first assess the types of leadership style
needs that the organization needs to face now and in the near future, the skills needed to achieve success, the skill gaps, and
development priorities.
